His name in Japan was Dr. Vile. Of course, if thats what his name was in the English release, idiots would think he's Vile from the X series, so they changed it to Weil.

He is not related to Dr. Wily at ALL... just like the Sage Trinity aren't related to the characters that they stole their names from.
