Those are canine teeth, and they seem normal length to me.

And this will also happen to Source engine character models when you turn their alpha channel down to about 80% or less.
It's fun to look at.

They put in his eyes so that they could build the rest of the character right. Even if you don't see the eyes you need them in construction of the the character to know where things like the glasses should be. It's the same as putting in bones and such structures underneath the clothes. You CAN'T just build a character with what they end up looking like or they won't work at all.

Removing it afterward could potentially throw off everything they achieved with it there.

Only one eye is shown in that shot because only eye is in frame, really. That or it's showing stuff over the eye. I can't really tell but I'm sure it's one of those two.

In a finished model for a game it is typically a good idea to remove any nearly-invisible items from a model.
Everything gets rendered in the view, and considering how small the characters almost always are in Brawl (save Subspace Emissary cut scenes), it would make things slightly more efficient.
Unless they're employing ray tracers, and I doubt that.

However, it is possible to see Captain Falcon's eyes if you look at his helmet from the right angle, so maybe they intended for people to see it.

I'm sure it's better to take unnecessary stuff away, keeps the size down and all that. But things like eyebrows and general face things can be sometimes attached to the eyes. Kind of like how bones in 3ds max work... What I mean is that removing eyes could destroy important anchor points. But I have no idea, they could have just always wanted to do something showing them and it never happened. Like ghost sprites in old games and jargon.

For an example of what I mean though, in drawing eyebrows hinge on the eye. It's impossible for me to explain in text, but they are directly attached to it. In (2D at least) animation, eyebrows can only move along that same principle lest they go floating around the face willy nilly.
